Hello, it is possible to create a new language from audio and text files. If so, I would like to know the workflow. I am interested in giving German voices, ie flite files.

@proewer Please look at FestVox which is the framework for creating voices for Festival and Flite.

I believe that there are already German voices available. See this link. Digging more on FestVox/Festival websites could reveal more resources.
