1. add RegisteredSealProof_SynthStackedDrg32GiBV1 and RegisteredSealProof_SynthStackedDrg64GiBV1 in miner commd and policy; Note the max_prove_commit_duration is the same as StackedDRGV1.1
2. add the new proof type to runtime policy.
