Goals

Document our release process going forward. We will go with master always being the latest tagged release, and development being our default branch.

Implementation

  • update CONTRIBUTING.md with release process
  • create an initial CHANGELOG.md

For discussion

Once this merges I will make changes to project settings so development is the default branch.
