Cleanup Skylib Reference

Cleaning up TODO for replacing `git_repository()` with `http_archive()` once tag is available.
Setting to version 1.5.0, which is the next release which contained the necessary changes (bazelbuild/bazel-skylib#440). See https://github.com/bazelbuild/bazel-skylib/releases/tag/1.5.0.
