This change adopts the latest CONTRIBUTING.md template from the FINOS project blueprint (here).
Our contribution guidelines was an outstanding issue (#45).
I have also pulled in CONTRIBUTING.standards.md from the blueprint, as described in the FINOS Standards Projects Governance.
