Switch Webpack for Rollup #35

Replaces webpack with rollup.

Slightly smaller assets (~18.5k vs 21.3k)
UMD and ESM builds are now the same - rollup does not have module structure runtime.
- No stand-alone babel step.
- Only dist/umd and /dist/css build dirs.

Tested against webpack, rollup and UMD sample projects.
