Pending merge of https://github.com/fireeye/capa/tree/explorer_run_as_ida_plugin, cache rules directory selection to persist across runs.

in offline discussion, @mr-tz suggests using idaapi.get_user_idadir() to save a config file

i'd suggest looking at ida-settings, too
