Scripts in systemwide include not executed #416

The standard etc/fish/config.fish is set to execute all *.fish files in a folder named include, which i suppose should be in etc/fish/include/.

However, the script is executed with the working dir set to ~, so none of the scripts placed there are executed.

Good catch. Since this has apparently never worked, and nobody has complained, let's just nix the feature and improve startup performance. Thanks!
