WASM to OCI doesn't have a release, only prereleases. It doesn't appear to be stable software. Does it belong here?

It's fine. You'll notice that there are many packages available here that are pre-1.0. conftest, arkade, buffalo, fzf, and kind are all considered pre-release software, for example. The maintainer of wasm-to-oci is my coworker.
