Create common group of tasks

At https://github.com/fititnt/ap-alb-demo we have https://github.com/fititnt/ap-alb-demo/tree/master/roles/common created just to do some very common tasks (like defining a hostname, setup timezones, etc).

This issue is for at least have one option to make it too on the AP-ALB. I'm not sure if enabled by default, but for sure should have one option to disable

The bare minimum for this already exist. With this start to be possible to only use the ap-application-load-balancer Ansible role as the very initial role on new VPSs.

The common + UFW could still be used on VPSs that would not run HAProxy or Openresty (like databases).

So yeah, it's more than I expected initially. In special because of #1 was not that hard to be not be a feature
