One-click zoom out in GeoMap doesn't work like zoom-in

What steps will reproduce the problem?
Use the zoom in/out controls on any map/dataset.  Click on a region on the
map once using the zoom in button, then use the zoom out button to click
once to return to the previous extent

What is the expected output? What do you see instead?
Expect the zoom level to return to where it was before I clicked zoom-in
once.  However, it zooms out to an extreme degree (map turns into a dot),
requiring a zoom-to-full-extent.

What version of the product are you using? On what operating system?
0.8.5, using the 2008 presidential election data (this problem existed in
previous versions, as well).  On Windows XP SP3.

Please provide any additional information below.
