A new file for topical almutens (TA) calculations.

Things to do:

add next formulas of TA (I will do it);
add a possibility to choose other methods of scoring (one point for each dignity as suggested by Ben Dykes or using Hindu decans rather than Chaldean ones as suggested by Dr. H. from regulus-astrology.comy).
