I imagine gnome master is pulling it in. And while technically nvidia users aren't using it everybody else is so it is always installed. Though I suppose

Right, the Gnome master thing is probably related to the fact that Gnome master recently changed to use freedesktop-sdk 19.08beta as base runtime to squish bugs before release freeze. I'm assuming if you have Steam beta or Lutris beta installed (those are the only apps I know that use 19.08beta), this bug does not trigger. |
Now that 19.08 has been released, we will see this bug occurring more often. |
We were only handling the old single-value 'version' key, even though we handled the 'versions' key when finding remote related refs. The result of this was that some extensions, such as the 19.08 opengl default one was installed by default (as it was found as remote related) yet still removed with --unused (as it was not locally related). Fixes #3004
