"Inline HTML" and "Toolbar" wrongly shown as not activated

After installation BBCode plugin settings "Inline HTML" and "Toolbar" show up as not activated, when in fact they are activated. I didn't check the "Comments" settings so far.

After fixing, update https://wiki.flatpress.org/doc:defaults#bbcode

if this can be fixed with little effort, I also see this issue in the milestone.
