Improve documentation of 'decode-coding-region'

* src/coding.c (Fdecode_coding_region): Doc fix.

* doc/lispref/nonascii.texi (Coding System Basics)
(Explicit Encoding): Explain the significance of using 'undecided'
in 'decode-coding-*' functions.
