Goal

User story
As a user on fleetdm.com/queries,
I want to open a query in a new tab
so that I can go back to the place I was in the list without my filters being reset.

Website: Update links to queries in query library (#19604)

Closes: #19228

Changes: 
- Removed the click event from the cards on the /queries page and
updated them to be links.
