Explain "Seen time" and "Last fetched" on Hosts page

Goal

As a user, I want to know what the difference between "Seen time" and "Last fetched" is so that I know the last time my hosts talked to Fleet.

• Add tooltip to the Last fetched column header "The last time the host reported vitals."

• Add tooltip to the Last seen column header "The last time the host was online."
• Update the copy to use time ago time stamp
