We should have a listing of the packages whose version bounds do not allow for the latest base release.

This listing should be computed periodically, perhaps once per month at best.

The operation makes use of the Cabal library to verify that the latest base version is included in the range that is being declared by the package.

This can be then generalised to other direct dependencies.
