[Feature Request] Be able to customise "approval required for sign up" form

Here is a screenshot of the signup form when
"Registrations mode" is set to "approval required for sign up" in the site settings.

Currently is says

Why do you want to join?
This will help us review your application

I would like to be able to set custom text there instead.

Honestly, it'd be nice to be able to fully customise the form. I have ideas but unsure how I'd execute them. At least we can customise the text for now.

On mine I've tweaked it a little using the CSS content property, but that's really a pretty crummy hack.
