The alternative B-D "libxmlrpc-c3-dev | libxmlrpc-core-c3-dev" is not effective for Debian uploads, the buildds will only ever consider the first alternative.

I took the liberty to convert the package to non-native before uploading to Debian because that matches packaging standards, and was already the case for the package now in Debian, but apparently never merged back up upstream git.
