1.0.0-beta1: FEATURE: Set Cache-Control max-age to two weeks for persistent resources

This sets a Cache-Control header for published resources to a maximum
age of two weeks. Since the SHA1 is part of the "path" for such objects,
its safe to set a long expiry time (potentially a year), but we start
small first.

Second alpha release

Fixes a few smaller issues.
