in_tail: fix follow symlink target change. if a target linked by symlink changes, fluent-bit tails both new file and old file.(#1118)

Looks like this is already addressed in GIT master, can you give it a try ?

FWIW, I believe this is the same issue with #1712, which I specifically fixed
in 230f294. So I think this is closable (and the linked issue #1118 as well).
