The post-submit test builder Linux_android frame_policy_delay_test_android had a flaky ratio 2.00% for the past (up to) 100 commits, which is above our 2.00% threshold.

These both look like a transient Gradle network issue like #104628:

[frame_policy_delay_test_android] [STDOUT] stderr: [        ] Exception in thread "main" javax.net.ssl.SSLException: Tag mismatch!

Routing this one to @blasten as well.
