ios_debug_symbol_doctor timeout of 2 minutes not long enough

When I initially landed https://flutter-review.googlesource.com/c/recipes/+/31281 with a 120 second default timeout, many builds failed with infra failure, although the subsequent build on the same bot passed.

For example:

• failure on bot mac-25: https://ci.chromium.org/ui/p/flutter/builders/prod/Mac_ios%20external_ui_integration_test_ios/4623/overview
• next build on mac-25: https://chromium-swarm.appspot.com/task?id=5b8c6c46e602ee10 (note initial diagnose failed, but recovery after an additional 120 seconds succeeded)
