Changelog Description

Rearranges infra steps to detect issues earlier for iOS 17 devices.

Impact Description

Currently no impact since stable runs on iOS 16. This is added in preparation of allowing stable to use iOS 17 devices. In addition, the issues this CL aimed to debugged will be fixed in later CPs: #143003

Rerun until passes.
