[in_app_purchase] Expose in_app_purchase_exception.dart correctly #3874

Discovered a small mistake which resulted in the InAppPurchaseException class to not be exposed from the in_app_purchase_platform_interface package. This resulted in implementing packages not being able to compile.

This PR will fix the tree.

If you had to change anything in the flutter/tests repo, include a link to the migration guide as per the breaking change policy.
