[camera_web] Mute the camera preview

Mutes the preview of the web camera. Fixes an issue when enabling the camera audio causes an echo when playing the camera preview.

Part of flutter/flutter#45297.

We need to use options.audio.enabled when recording a video, to decide if it's recorded with/without audio.
