Problem: The documentation requirements.txt file is not distributed, but it would be handy if it were. Add doc/requirements.txt to EXTRA_DIST so it is distributed.

This is minor, but it would be useful if
doc/requirements.txtwas in the distribution tarball and it currently is not.This simple PR adds it.
