Feat: Add support to archive launch plans

Users have requested the ability to archive a launch plan. Note: We will need to investigate the best way to handle how this feature will coincide with things like Relaunch flows.

Acceptance Criteria:

• User can archive/unarchive LP from launch plan search
• Solution for relaunch flows when dealing with archived launch plans

The ability to disable and re-enable launch plans are more efficient ways to manage workflows than terminal commands for dev and prod environments alike.
This is a very common practice available in Airflow, etc.
We need this feature very much.
