Add a Code of Conduct #941

Here is some guidance on how to go about this: |
Hello, this is a template :) |
@yesidays that template is good contentwise but does not state anything about copyright, except indicating that it is an adaptation of some other sources without a clear copyright statement, some of which can be traced back to the Contributor Covenant, which is available under the terms of the CC BY 4.0 license. |
In another project I am involved with, we also extended the Contributor Covenant (with a citation) and included additional guidance which is relevant to the project https://github.com/hfg-gmuend/openmoji/blob/master/CODE_OF_CONDUCT.md. |
fix WDscholia#941 This Code of Conduct is adapted from the [Contributor Covenant](https://www.contributor-covenant.org/version/2/1/code_of_conduct.html)
as per
https://github.com/fnielsen/scholia/community .
Some guidance at https://mozilla.github.io/open-leadership-training-series/articles/building-communities-of-contributors/write-a-code-of-conduct/ .
