[cloudstack] Add support for project apis.

Currently fog doesn't support the different project apis listed here:
https://cloudstack.apache.org/docs/api/apidocs-4.3/TOC_Root_Admin.html

Don't know if i'll get the time unfortunately :(
But I wanted it tracked so I can refer to it as an impediment for our project at work.

Just started working with Cloudstack and running into the same issue. For some of the fog methods, you can pass in projectid attribute as a work around but some methods don't allow this (getters as an example)

I am no longer working in an environment where cloudstack is used (yey!), and will not be implementing this.
