The other half of googlefonts/fontmake#399.

It would be helpful if fonttools.varLib supported designspace Rules to generate the rvrn feature and Feature Variations GSUB code.

I just merged #1240 to master and marked it as experimental, so @behdad can have a go at hooking it up to varLib.
