Allow using hashtags as the CW text for cross-posting

Putting cross-posted tweets behind a CW is great! It would be awesome if some more context text could be provided.

Idea: Have an option (checkbox?) to use the hashtags on a tweet as the CW text, with the fallback of "From birdsite" or whatever they put in the box.

Let me know if more detail is needed!

Note that, in my testing at least, hashtags in the CW don't show up in search.

@abackstrom great call out. I think it's totally reasonable to have the hashtags both in the CW text and kept in the message text behind the CW?

@phildini would the checkbox cause Moa to always add a CW if any hashtags are found? Or, does this new option interact with the flag that always puts tweets behind a CW.
