Unexpected notifications behaviour #2: mentioning a user in a post notifies them about the mention but not the post

Describe the bug

If a user is subscribed to a specific set of content (e.g. another user or an organization, or a tag), they don't receive a notification about the content if they're mentioned in it. They only receive the notification of the mention.

To Reproduce

1. subscribe to a set of content
2. try publishing relevant content to confirm notifications are received
3. publish equally relevant content with the user mentioned
4. confirm the user didn't receive the notification about the content, only the mention.

Expected behavior

Users choose to subscribe to different notifications in their /settings/notifications, and some users opt out of mentions whilst only scanning relevant content. These users miss the content they're mentioned in because they expect to be notified of all relevant content.
