This is the overarching tracking issue for progress on the "Invited members" section of Member Index View Phase 2

Tasks to complete:

• Remove requirement of "name" from user invitation/creation flow #16226
• Invited Members: "Empty State" for Invited Members #17451
• Invited Members: Rename "Invited Member" to "Username" #17452
• Invited Members: Bulk Invite Users  #17453
• Invited Members: Update Invite Users Search to Search by Email #17455
