reason for "bad-publish" on 1.8.12 of intl-locales-supported?

I just installed an NPM package that transitively used version 1.8.12 of intl-locales-supported, which installed with a warning:
"bad publish". I don't know what that means and I've had a hard time finding it on the web. An attempt to email the credited author on the package led to information that he hasn't been involved in years, and that he suggested I ask on github. Can anyone here explain what this "bad publish" warning meant? Should the other package have used the prior version, or something else?

That just means we made a bad publish of that version and npm prevented us from unpublishing it. intl-locales-supported has been deprecated.

Thanks for that clarification, but I'm still unclear on the significance of that: is that because of bugs in the version or something more serious, e.g. vulnerabilities?

Nah it's just our publish script broke so some files were missing
