Using `clightning-rest` is no longer supported by rtl. We keep `clightning-rest` in nix-bitcoin for Zeus Wallet which doesn't support clnrest.

I've implemented this before noticing that rtl 0.15.0 contains no changes besides switching to clnrest.
We'll update rtl as soon as there are meaningful functional changes.
Except for rtl, clnrest isn't used inside nix-bitcoin. Zeus wallet only supports clighting-rest.
If you want to run clnrest anyways, you can use this draft.
