allow building minpack with meson
- enable building of shared library
- install module files and header files
- generate pkg-config file
- allow direct integration with SciPy build system (see Goal: Get this minpack used by SciPy #14)
use micromamba to install dependencies
- toolchain files for fpm, meson and docs workflow
