Lock down the cloak material

Apparently there are people editing the cloak effect vmt to exploit (make it non-transparent), and it might be possible for us to block it (to some extent at least).

The cloak effect path is hardcoded, so we could check at runtime that the loaded material's parameters are correct, and break things if they aren't.
