Create a new server variable (sv_thirdperson?) to allow players to switch to third-person mode without all the other sv_cheats shenanigans

I really like playing in third-person mode. It is my hope that server owners would be more willing to allow third-person if it didn't also mean players could noclip and spawn weapons.
