[v11 Bug] Tax Withholding Error Message: Purchase Taxes and Charges Row #1: Value missing for: Description

Tax Withholding Category ('TW') has only one mandatory filed, i.e. Name and other relevant details like TW Rate, Threshold limit, Ledger account to hold TW liability.

The field 'Category Name' is not made mandatory and if it is left blank, then on creating PI for supplier having TW Category with blank category name gives error as:

Error Message: Purchase Taxes and Charges Row# 1: Value missing for: Description
