在使用「界面重排」插件后，「通知」区域本身占据了 page-content 的 50% 宽度，但标题文字截断还是之前的宽度。

需要从 a 标签的 title 属性中取出完整的标题，恢复 a 标签的 innerText 内容。

feat(plugin/rearrange): 界面重排后，使 URP 首页的「通知」中的通知标题完整显示

在使用「界面重排」插件后，「通知」区域本身占据了 page-content 的 50% 宽度，但标题文字截断还是之前的宽度。需要从 a 标签的 title 属性中取出完整的标题，恢复 a 标签的
innerText 内容。同时，考虑到运用了 flex 布局，如果浏览器是 IE 且版本小于 12，则屏蔽该插件。
