Reference pkg install -f in pkg upgrade manpage

kib suggested to add a reference about pkg install -f in pkg upgrade manpage, he was trying to reinstall a package and the natural direction for him was to go via pkg uprade -f which was not doing what he expect, referencing the install -f here will avoid other users to fall into the same issue
