Add a requirements directory to collect requirements files (this is supported in our debian packaging code, see https://github.com/freedomofpress/securedrop-debian-packaging/blob/12ee8abc711f241f2aeda1eb03534338b8ca16cf/scripts/update-requirements#L22)
