(Related to #2067, which describes pagination in the Journalist Interface itself.)

For cases where the API may return a significant number of results (in particular, for the /sources endpoint, and potentially for other endpoints as well), we should paginate the results, so that clients like the SecureDrop client can retrieve results with comparatively predictable timings.

This may be needed for the SecureDrop client, but we want to do a bit more benchmarking first to see if we can get by with just increasing the request timeout for now; see freedomofpress/securedrop-client#656
