Who gets the "Report a problem" message? #2713

My understanding is that these messages were directed to Steve who then verified that there was a problem after which he could convert the request into a Story in GitHub. Was the link to his email address or to a Role in FreeREG? If the former, it needs to be changed perhaps to SysAdmin.
