Make it impossible to lock an environment with no deployments

If you lock an environment, where the application is not deployed, it will actually think that it is deployed there, even if you remove the lock again. You then have to remove it via the three dot menu again and the warning disappears. The issue was detected in kuberpult v2.37.0

In the UI, the release card displays the environment that is locked with a message saying Deployed by <pointer> which does not seem to be the desired case.
