Should we change 3 to 2 here or everything to 3?

Frescobaldi is currently licensed as "GPL 2 or later", except for that single file. |
I don't have a problem with that, using GPL3 was just a matter if habit.

I would recommend using "GPLv3 or later". While I understand there are
objections to GPL v3 from people such as Linus Torvalds, GPL v3 is an
update to v2 based on issues that arose in the real world, and I believe it
also departs from being completely US Law based to a more International
expression.
I would change all of Frescobaldi to GPLv3-or-later.
I would definitely recommend the 'or later'. It implies trust in the FSF,
but I see no problem with that.

Well if you click the link on the About Frescobaldi screen, which only says
GNU GPL with no version, it takes you to a page detailing GPL v3.
Should the GPL version go in that screen? In any case, it is currently
wrong, then.

Hi, while reviewing https://build.opensuse.org/request/show/759696 I noticed that there is one single file GPL-3.0
As e49f2c8#diff-bce3fd15fd83b3ca931bc219dde01a01 doesn't make any reference to why version 3 is picked, I assume this mixture of licenes is an oversight.
