Write a PM to account on the same instance as admin

Is the feature request related to a problem? Please describe.

If there is a complaint about an account, on the same instance, for example, or if an account sends posts that are inconsistent with the instance's policies it is not possible to contact the account.

Currently, the admin must first follow the account and be confirmed to be able to contact an account via the same instance.

Describe the feature you'd like

As an admin of an instance, it should be possible to contact all accounts on the same instance via PM at any time. This way a solution can be found for existing challenges without having to go the email route.
