For most cases price data is unavailable due to missing from the entsoe server, however since every single user is querying the server at the same time at the beginning of the hour there is a chance that some might not get a valid response.

The suggestion is to try to minimize the server load at the start of the hour by distributing the queries randomly across the hour.

Fix for issue #137. Hours with missing power data was not reported as…

Also includes a fix related to issue #136: Apparently price data was fetched every hour even if it was not needed. The redundant lookups has been removed.
